On May 26,2022,  Chinese State Councilor and Foreign Minister Wang Yi held a Joint Press Conference with the Foreign Minister of Solomon Islands. Here are some excerpts from  HE Wang Yi's remarks:

Four Commitments

First, commitment to equality. China always upholds that all countries are equals regardless of their sizes, and develops friendly relations with island countries under the principle of pursuing the greater good and shared interests and the principle of sincerity, real results, amity and good faith. We see island countries as important components of South-South cooperation, and important partners in the building of a community with a shared future for mankind.

Second, commitment to mutual respect. China always respects the sovereignty and territorial integrity of island countries, and respects the efforts of the people of island countries to explore development paths that suit their own national conditions. In our exchanges and cooperation with island countries, we do not interfere in their domestic affairs, do not attach any political strings, and do not pursue any selfish geopolitical interests.

Third, commitment to win-win cooperation. China will continue to be a champion, contributor and promoter in the development process of Pacific island countries, and stay committed to deepening practical cooperation with island countries across the board. We provide sincere support to help island countries grow the economy, raise living standards and enhance capacity for self-driven development, and share China’s development dividends with the people of island countries.

Fourth, commitment to openness and inclusiveness. China sees the South Pacific region as a stage for cooperation among all parties, not an arena for vicious competition. China’s cooperation with island countries does not target any country, nor should it be disrupted by any country. In the meantime, we respect the existing contacts between island countries and other countries, and stand ready to conduct more trilateral cooperation with countries in and outside the region on the basis of an open attitude.

Three Principles

First, fully respecting the national sovereignty of the Solomon Islands. From providing policing supplies assistance, advice and training, to signing a framework agreement on security cooperation, such cooperation has always been based on the needs and consent of the Solomon Islands and on consultations as equals. Forced deals, interference in the Solomon Islands’ domestic affairs and undermining other countries’ interests are never part of China’s foreign policy and by no means how the Chinese people conduct ourselves.

Second, helping maintain social stability in the Solomon Islands. China-Solomon Islands security cooperation is about responding to the Solomon Islands’ proposals and helping the country maintain public order in accordance with the law, protecting the safety of people’s life and property, conducting humanitarian assistance and tackling natural disasters. The purpose is to help the Solomon Islands enhance police capacity building, address the security governance deficit, and maintain stability and long-term tranquility in the country. China-Solomon Islands security cooperation is open and aboveboard. It is not imposed, or targeted against third party, or intended for the establishment of a military base.

Third, coexisting in parallel with regional arrangements. China supports Pacific island countries in enhancing security cooperation and jointly meeting regional security challenges, and supports the existing regional security cooperation arrangements. At the same time, China-Solomon Islands security cooperation shares converging visions and interests with the existing arrangements in the region, and serves the common interests of the Solomon Islands and the South Pacific region.
