Xi Jinping Holds Talks with President Vladimir Putin of Russia, Stressing to Expand and Deepen Practical Cooperation, Promoting China-Russia Comprehensive Strategic Partnership of Coordination to Higher Level

On May 20, 2014, President Xi Jinping held talks with President Vladimir Putin of Russia in Shanghai. The two heads of state had in-depth exchanges of views and reached a high-level consensus on the China-Russia relations as well as on major international and regional issues. They expressed satisfaction with the present all-round, multi-level and smooth development of the China-Russia relations, and agreed to continuously expand and deepen practical cooperation, so as to promote the China-Russia comprehensive strategic partnership of coordination to a higher level.

Xi Jinping said, over the past year, President Putin and I held meetings and telephone talks and exchanged letters for many times. We have maintained close contact, high-level mutual trust, and candid communication, promoting the high-level development of the bilateral relations and the continuous expansion of cooperation in various fields. We had a successful meeting in Sochi in February this year, made deployment on the development of China-Russia relations for the coming period from then on, and achieved a good start of the China-Russia relations this year. Relevant departments of both countries have been busy implementing the deployment and made important progress.

Xi Jinping stressed, China and Russia are friendly neighbors, and are both important forces in the world arena. The further development of the comprehensive strategic partnership of coordination between China and Russia is a demand of promoting international fairness and justice and maintaining world peace and development, a demand of common development and prosperity of both countries, and a must choice of the development towards world multi-polarization. It is a common historical responsibility for both sides to safeguard, develop and cement the China-Russia relations. We must not settle for the existing outcomes, but unswervingly and determinedly push forward the cooperation in various fields for more and greater achievements.

Xi Jinping pointed out, China-Russia cooperation is all-round and of multi-level. The two sides shall make more efforts and strive to achieve the goal of the bilateral trade volume reaching 100 billion USD by 2015. As to China-Russia practical cooperation, we not only promote the increase in quantity, but also value the improvement in quality. Through the establishment of mechanisms such as a China-Russia investment cooperation committee and high-level special panels, we promote cooperation in major strategic projects in economy and trade, investment, energy, high technology, aviation and aerospace, infrastructure construction, people's livelihood and other fields. The Silk Road Economic Belt and the construction of Russian railways across Europe and Asia should be tied in to each other to boost the bilateral economic and trade exchanges and the development and opening-up of neighboring regions for a share of the great Eurasian channel and the big Eurasian market. Both sides should also strengthen people-to-people and cultural exchanges, the exchanges between the youth in particular.

Xi Jinping stressed, facing the complex and changing international and regional situation, China and Russia should strengthen bilateral security cooperation within the framework of the Shanghai Cooperation Organization (SCO), and safeguard the bilateral and regional security and stability. Chinese and Russian armed forces should deepen cooperation in the fields of joint military exercises, military technologies and counter-terrorism, and ensure the success of China-Russia joint marine drills and joint counter-terrorism drills among the SCO member states.

Xi Jinping said, the next year marks the 70th anniversary of the victories of the World Anti- Fascist War and Chinese People's War of Resistance Against Japanese Aggression. President Putin and I agreed to hold events of celebration and commemoration. China and Russia, together with people of all the countries, are committed to maintaining the victorious outcome of the World War II and the post-war international order, and will never allow the tragedy of brutal invasion brought by fascism and militarism to repeat. Xi Jinping stressed, as the permanent members of the UN Security Council, China and Russia shoulder major responsibility for regional and world peace, security and stability. Both sides should strengthen cooperation within the frameworks of the United Nations (UN), the Group of Twenty (G20), the SCO, the Asia-Pacific Economic Cooperation (APEC), the BRICS (Brazil, Russia, India, China and South Africa), and the Conference on Interaction and Confidence Building Measures in Asia (CICA), firmly support the UN to play a key role in international affairs, uphold the purposes of the UN Charter and the basic norms governing the international relations, actively push forward the political resolution process of hotspot issues, and promote the international political and economic order for a more just and reasonable development.

Putin said that Russia-China relations have entered a new stage of comprehensive and rapid development. The bilateral government-to-government cooperative mechanism is operating effectively, the legislative bodies, armed forces, and local governments are conducting frequent exchanges, the bilateral economy and trade, and two-way investment enjoy a sound growth, and exchanges and cooperation in all other fields have yielded fruitful results. Putin thanked President Xi Jinping for his personal attention and promotion of the development of Russia-China relations, and expressed his willingness to continue the close communication and exchanges with President Xi Jinping. Russia stands ready to actively promote the bilateral cooperative projects such as oil and gas, nuclear energy, electric power, high-speed rail, wide-body aircraft and finance, and to increase the exports of oil and gas to China. He is glad to know that the bilateral negotiations on the price of eastern line natural gas project have achieved significant progress, and Russia, based on the principle of mutual benefit, is willing to reach a final agreement with China as soon as possible. Russia supports the construction of the "Silk Road Economic Belt" to promote the connectivity of transportation infrastructure and welcomes China to participate in the development of the Russian Far East region. The bilateral military cooperation is of great importance and should always be strengthened. Both sides will expand people-to-people and cultural exchanges and ensure the success of the Russia-China Youth Friendly Exchange Years of 2014 and 2015. The close cooperation between Russia and China in the international arena is an important factor for maintaining world peace and stability. Russia is willing to strengthen coordination and cooperation with China under the UN, the SCO and other frameworks.

Both sides also exchanged views on the situations in Ukraine, on the Korean Peninsula, and other issues.

After the talks, the two heads of state together signed the China-Russia Joint Statement on a New Stage of Comprehensive Strategic Partnership of Coordination and witnessed the signing of several cooperation documents covering energy, electric power, aviation, communication, cooperation among local governments and other fields.

The two heads of state jointly met the press. Xi Jinping stressed, President Putin and I have just held quite in-depth talks. We reached a high-degree consensus on the major issues of bilateral relations, signed a weighty joint declaration guiding the future development of bilateral relations, and witnessed the signing of a bunch of cooperation documents covering various fields. Both sides will continue to expand and deepen practical cooperation in various fields, so as to bring China-Russia comprehensive strategic partnership of coordination to a higher level. I have invited President Putin to China for the 22nd APEC Informal Leadership Meeting scheduled in November this year. I believe President Putin's visit to Beijing this autumn can yield fruitful results as always.

Putin said that his talks with President Xi Jinping was friendly and constructive. They jointly set up the great goals of the development of the bilateral relations. A series of cooperation documents signed by both sides are truly important. Russia is willing to join the efforts with China to do a good job for a series of important exchanges and activities between the two countries in the next stage, deepen cooperation in all fields, actively promote major strategic projects, and together celebrate the 70th anniversary of the victory of the World Anti-Fascist War and the Chinese People's War of Resistance Against Japanese Aggression. He looks forward to attending the APEC Informal Leadership Meeting in China at President Xi Jinping's invitation this year.

Prior to the talks, Xi Jinping held a welcome ceremony for Putin at the square of Xijiao State Guest Hotel Conference Center.
