On May 21, 2014, the 4th Conference on Interaction and Confidence Building Measures in Asia (CICA) Summit was held in Shanghai. President Xi Jinping presided over the Summit and delivered a keynote speech entitled "New Asian Security Concept for New Progress in Security Cooperation". Xi Jinping stressed that China will work along with other parties to advocate common, comprehensive, cooperative and sustainable security concept in Asia, establish a new regional security cooperation architecture, and jointly build a road for security of Asia that is shared by and win-win to all. China's peaceful development begins in Asia, finds its support in Asia, and delivers tangible benefits to Asia. The Chinese people are willing to work together with other parties for realizing the Asian dream of lasting peace and common development.

Under the theme "Enhancing Dialogue, Trust and Coordination for a New Asia of Peace, Stability and Cooperation", the participants exchanged views, discussed the important subject of security cooperation, explored policies for long-term peace and stability, and jointly promoted development and prosperity, reaching broad consensus and yielding important achievements.

At about 9:15 in the morning, the CICA member leaders and representatives arrived at the Shanghai Expo Center successively, including President Nursultan Nazarbayev of Kazakhstan, President Vladimir Putin of Russia, President Hamid Karzai of Afghanistan, President Ilham Aliyev of Azerbaijan, President Hassan Rouhani of Iran, President Almazbek Atambayev of Kyrgyzstan, President Tsakhiagiin Elbegdorj of Mongolia, President Mamnoon Hussain of Pakistan, President Emomalii Rahmon of Tajikistan, President Islam Karimov of Uzbekistan, President Mahinda Rajapaksa of Sri Lanka, Prime Minister Hun Sen of Cambodia and UN Secretary-General Ban Ki-moon. Xi Jinping greeted them at the Center and shook hands with them respectively.

At about 10am, the Summit began. In his opening speech, Xi Jinping pointed out that the peace and development have become the theme of the times, however the security threats confronting the mankind are increasing and have grown into a prominent problem facing all countries. The concept of enhancing confidence building measures in multilateral fields advocated by the CICA conforms to the tide of the times and security demands of Asian countries. We will make in-depth discussion on the status quo of the security in Asia, find out the solutions, and further blueprint the future development of the CICA, injecting new impetus into the development of CICA.

Xi Jinping invited Ahmet Davutoglu, the Special Representative of the President and Foreign Minister of CICA presidency Turkey to give remarks. Ahmet Davutoglu briefed on the work Turkey had done since it took over the presidency, and announced to pass on the baton of presidency to China, making China officially presiding over the CICA from 2014 to 2016.

Xi Jinping then delivered a keynote speech. Xi pointed out that peace and development of Asia is closely connected with the future of mankind, and Asia's stability and revival is a blessing to peace and development of the world at large. Peace, development and win-win cooperation are the main trend in the region. Such a sound situation in the region has not come easily and ought to be doubly cherished. Asia has come to a crucial stage in security cooperation where we need to build on the past achievements and strive for new progress. We believe that it is necessary to advocate common, comprehensive, cooperative and sustainable security in Asia and to innovate our security concept.

Common security means respecting and ensuring the security of each and every country. Security must be universal, equal and inclusive. We cannot just have the security of one or some countries while leaving the rest insecure, still less should one seek the so-called absolute security of itself at the expense of the security of others. We should abide by the basic norms governing international relations such as respecting sovereignty, independence and territorial integrity and non-interference in internal affairs, respect the social systems and development paths chosen by countries on their own, and fully respect and accommodate the legitimate security concerns of all parties.

Comprehensive security means upholding security in both traditional and non-traditional fields. We should take into full account the historical background and reality of Asia's security issues, adopt a multi-pronged and holistic approach, and enhance regional security governance in a coordinated way. We should have zero tolerance for terrorism, separatism and extremism, strengthen international and regional cooperation, and step up the fight against the three forces.

Cooperative security means promoting the security of both individual countries and the region as a whole through dialogue and cooperation. We should increase strategic mutual trust, promote peace and security through cooperation, and stay committed to resolving disputes through peaceful means. The people of Asia have the capability and wisdom to achieve peace and stability in the region through enhanced cooperation. We welcome all parties to play a positive and constructive role in promoting Asia's security and cooperation.

Sustainable security means that we need to focus on both development and security so that security would be durable. We need to focus on development, actively improve people's lives and narrow down the wealth gap so as to cement the foundation of security. We need to advance the process of common development and regional integration and promote sustainable security through sustainable development.

Xi Jinping expressed that CICA is the largest and most representative regional security forum with the largest number of participants. China proposes that we enhance the capacity and institutional building of CICA, deepen exchanges and cooperation in various fields, strengthen the inclusiveness and openness of CICA, make CICA a security dialogue and cooperation platform that covers the whole of Asia and, on that basis, explore the establishment of a regional security cooperation architecture. China will fulfill the responsibilities as CICA chairman and work with other sides to further improve the status and role of CICA so that together we could take security cooperation of Asia to a higher level.

Xi Jinping stressed that China is firmly committed to the path of peaceful development and is a staunch force for upholding peace in the region and the world, and for promoting common development. China's peaceful development begins here in Asia, finds its support in Asia, and delivers tangible benefits to Asia. China always pursues friendship and partnership with its neighbors, and seeks to bring amity, security and common prosperity to its neighborhood. It practices the principles of amity, sincerity, mutual benefit and inclusiveness and works hard to make its development bring more benefits to countries in Asia.

Xi Jinping finally concluded that the Chinese people, in their pursuit of the Chinese dream of great national renewal, stand ready to support and help other peoples in Asia to realize their own great dreams. Let us work together for realizing the Asian dream of lasting peace and common development, and make greater contribution to advancing the noble cause of peace and development of mankind.

The participates made extensive exchanges of views on regional security situation, counter-terrorism, grain security, energy security, cyber security, nuclear disarmament and nonproliferation and other topics in Asia, and agreed that faced with the common tasks of development, all the countries is Asia needs a secured and stable external environment. All parties should carry forward the solidarity and cooperative spirit of helping each other in difficult times, promote the CICA agenda, enhance political and security dialogues and cooperation, and strengthen mutual trust, so as to make Asia a harmonious region of lasting peace and common prosperity. All parties spoke highly of China's great contributions to promoting the peace, stability and prosperity in Asia and the world, appreciated China's efforts in peaceful development and good-neighborly friendship, supported the Asian security concept advocated by China, and expressed their willingness to work together with China to jointly build the Silk Road economic belt, to intensify economic integration and connectivity, to address various threats and challenges, and to make concerted efforts to fight against the "three forces", realizing common security, common development and common prosperity. All sides believed that China's taking over of the CICA presidency will surely and vigorously boost the development the CICA. The Summit will certainly be a new milestone in the history of the CICA.

The Summit issued the "Shanghai Declaration of the Fourth Summit of the CICA".
